Cut the tissue paper into small pieces.
Tape a piece of plastic wrap to the cardboard.
Paint an area of the plastic wrap with glue. Lay the pieces of tissue paper on the glue, overlapping them. Carefully paint over the pieces with more glue. Allow the creation to dry overnight.
Peel the tissue paper away from the plastic wrap and cut it into a shape.
Glue a yarn border around the shape's edge, forming a loop in the border for hanging.
Adult supervision is recommended when children use scissors.
